Unfortunately, the fiscal mischief and environmental harm don't end when the construction of a dam ends; they just become harder to see. Inadequate analysis of these issues can give rise to serious problems. Being a marketable fixed asset, land does offer greater security than business or employment based resettlement, especially for communities practicing traditional forms of agriculture or that have otherwise not been exposed to non-land based economic activities. It rises higher and spreads farther behind the wall of the dam in successive years, expanding the area of impact both vertically and horizontally. Consultations with this group of periodically affected people will help identify feasible compensation alternatives. Stakeholders in this debate should help establish guidelines that facilitate the selection of the right dams for construction, and help develop systems and procedures that promote successful resettlement.

Sandbars where plants have grown in and alongside a river- important wildlife habitat--constantly erode; without sediment with which to rebuild, they soon vanish. The information is presented to key stakeholders including government agencies, civil society organizations, academics, expert groups, and the general public, who discuss the trade-offs between the various scenarios. Still, Feingold and most other critics of dam-related subsidies remain skeptical. Good resettlement design taps into the development potential in the general project area and builds upon the opportunities generated by the project.

One study estimated that in the West a seven percent reduction in the share used by agriculture halving irrigation waste would accomplish that goal would allow a percent rise in all other uses. ANSWER: Where the slope of the graph is steepest, reservoir capacity was increasing most rapidly; this is between around However the fundamentals in the book are still quite solid and useful. A few other rivers across the nation are dried up by hydropower operations and irrigation withdrawals, and many more suffer from reduced flows.

In case of dams with major resettlement impacts, regular internal and external monitoring should be supplemented by international panels for overseeing resettlement implementation.

However, it seems advisable, that the Committee adopts a decision addressing financial institutions established by convention parties, recommending that they adopt the wording of the Decision 40 COM 7 as a minimal requirement for safeguarding heritage sites from impacts of water infrastructure.

Hungry Horse Dam, for example, is undergoing this expensive process and by next year should be providing stone flies with the temperatures they need. This helps planners assess the real cost of resettlement and factor it into assessments regarding the feasibility of specific projects.

Faber points out that certain uses of dams irrigation comes to mind require the release of ample, consistent amounts of water during times when some river flows are naturally low. Another is conservation. Where the demolition of dams won't do the job, we'll have to settle for wise management.
